From the perspective of school principals and teachers, the quality of elementary school in Germany is largely rated as good. This is the result of the PIRLS study conducted by the IFS at TU Dortmund University. At the same time, however, the study shows that there is still potential for development in the use of standardized performance tests and external evaluations. These instruments could systematically support school development, which is currently considered to be rather low, for example with regard to the definition of quality indicators or the agreement of development priorities.
