The aim of the overall European project under the umbrella of the European Science Foundation (ESF) was to further develop the Dynamic Model of Educational Effectiveness (Creemers & Kyriakides, 2008) in order to create a theoretically based and empirically grounded framework for educational policy decisions in the context of school and classroom development and evaluation and to contribute to the improvement of student achievement. The focus of the German sub-project was on identifying the influences of the school and system level on student performance, with particular attention to the school context, compositional effects at the class level and the socio-economic status of the student body.

IGLU-PIRLS is an international comparative study that has examined the reading comprehension of students at the end of fourth grade. In Germany, all federal states participate in this study. IGLU/E is a national extension of IGLU-PIRLS. With IGLU/E, the competencies of pupils in mathematics and science are assessed in twelve federal states in Germany.

Project description
Following a decision by the Conference of Ministers of Education and Cultural Affairs on 4 March 2004, Germany again participated in the International Primary School Reading Survey (IGLU-PIRLS) in 2006. IGLU is a study of the International Association for the Evaluation of Educational Achievement (IEA). Germany already participated in this international study in 2001, which tested the reading skills of fourth grade students in 45 countries and regions worldwide in 2006.
In addition to IGLU-PIRLS 2006, a national extension study (IGLU-E 2006) took place in Germany, which provided in-depth findings on the school entry phase, all-day schooling, the use of digital media and orthographic skills. In Germany, all 16 federal states with a total of 410 schools participated in IGLU-PIRLS and IGLU-E 2006. The examination took place between 24 April and 2 June 2006.

In this intervention study at the end of elementary school we investigated the potential of students’ native language (L1; Turkish) for vocabulary acquisition in German (L2). Students learned new vocabulary from context by reading texts, incorporating students’ L1 to different extents.

The study ‘Competence Development in Elementary Schools’ (KEGS) tracked competence development of students in the state of Brandenburg across five years in primary school (grades 2 to 6). The primary focus of the enhancement study lies on the role of individual differences in the experiences and behaviour of the students regarding their academic achievements and decisions regarding their educational careers.

The project addresses the development of social disparities throughout the course of secondary education. More precisely, primary (performance-related) and secondary (non-performance-related) social background effects are comparatively analysed at the four educational transition points after elementary school: after the so called observation level, after lower secondary level, and at the end of upper secondary level. The project studies how primary and secondary effects cumulate also as a function of school-track specific learning environments across the mentioned junctures in the educational career. Moreover, it examines how changes in the educational demand between LAU and KESS relate to the development of inequality patterns.

Project description
The project examined the organisation of the transition from primary to secondary school and tested possibilities for anchoring transition strategies as a joint responsibility of the educational actors in a region. For this purpose, 29 local networks of more than 160 sending and receiving schools were formed in eight model municipalities. The school networks were to develop innovative (problem-solving) strategies that were linked to the specific needs of the participating network schools. The municipalities and the participating schools received support from a scientific consortium and the IFS, which also took on a coordinating function within the framework of the project.

In the Teacher Responsibility Research Program, consequences of teachers' responsibility for: (1) their teaching practices, (2) their willingness to make a personal commitment to the learning progress of weaker students in particular, and (3) their well-being (e.g. stress experience).
