From IGLU to PISA 2025: The Historic Low in Reading Literacy Does Not Come as a Surprise – But is Still Concerning

An analysis of PIRLS and PISA data provides a basis for contextualising the PISA 2025 reading literacy results.

Reading literacy among 15-year-olds in Germany has fallen to 465 points in PISA 2025, marking a new historic low. An analysis by the Center for Research on Education and School Development (IFS) at TU Dortmund University, which examines the long-term developments in PIRLS (Progess in International Reading Literacy Study) and PISA together, helps to contextualise this result. It shows that the decline had already been foreseeable. Changes in reading literacy that were apparent in PRILS at the end of primary school were also observed in PISA several years later. The current score of 465 points suggests that the negative trend evident for years has not only continued, but has intensified further.
