What PIRLS and PISA Have in Common: Long-Term Trends in Reading Literacy

A new analysis of PIRLS and PISA data provides a basis for contextualising the forthcoming PISA 2025 reading literacy results.

A new analysis by the Center for Research on Education and School Development (IFS) at TU Dortmund University suggests that the reading literacy of 15-year-olds in Germany could decline further below the 2022 level in PISA 2025. The 20-year trends in reading literacy measured by IGLU and PISA show striking similarities. Whenever reading literacy in primary schools rose, stagnated or declined in IGLU, this was also reflected five years later in the PISA reading literacy trend for secondary schools. A model combining IGLU and PISA now makes it possible to contextualise the upcoming PISA 2025 results based on the extent to which they correspond to the previous trend.
